Has the probationary period evaluation been effective for access to public service?
The probationary period is a meritocratic mechanism that seeks to guarantee access for public servants with the capacity and aptitude to offer a quality service to society. However, the literature points out that limitations in the evaluation of this period impair the effectiveness of the instrument. Using a survey conducted at UFPE (Federal University of Pernambuco), the research analyzes the factors that explain the perception of the effectiveness of the probationary period evaluation. The results suggest that performance evaluation is a good instrument to assess the qualities of its probationary employees, provided that the contextual factors in which it occurred are considered.
