Curriculum Flow
The DPAP (Program for Academic Development and Professional Development) is organized around the offering of 03 mandatory 2-credit courses and 2 mandatory 4-credit courses, totaling 14 credits, and 10 elective courses, accounting for another 20 credits. There is also a provision for 12 credits for the preparation of the Final Course Project/Thesis. At the end of the course, the student should have completed 46 credits.

Mandatory Disciplines
The core set of required subjects consists of five disciplines, which have been structured with the following objectives:
i) To provide the doctoral candidate with the tools to understand and analyze the functioning of the public sector from the perspective of four complementary areas of knowledge (Administration, Political Science, Law, and Economics);
ii) to offer students a solid foundation in research methodologies and techniques fundamental to a rigorous study of Public Administration.
The required subjects in the Program are:
- Contemporary Public Management;
- Economy, Institutions and Development;
- Thesis Project;
- Research Techniques Applied to Public Administration; and
- Laboratory for Technical Intervention and Application.
Areas of interest
Additionally, the program offers more than 30 elective courses, organized around 5 areas of interest. This organization aims to provide students with a didactic and intelligible structure that allows them to learn about the diverse perspectives that make up the area's study agenda.
Thus, the proposal is not to tie the student to one of the areas of interest, but, on the contrary, to encourage them to move between them, taking diverse subjects, interacting with professors, and getting a sample of the numerous research possibilities that meet their professional realities and academic expectations.
It can be said, then, that the Program's areas of interest are complementary and interrelated, allowing professors and students to work in an integrated way on various research projects nuanced by these different thematic areas. This structure enables the formation and consolidation of a diverse internal research network, as well as allowing students to move between areas of interest, enabling, for example, a student who is conducting research on the topic of regulation to perfectly deepen their knowledge and take courses on social development.

- Contemporary Public Management and State Modernization
- Entrepreneurship, Technology and Innovation in the Public Sector
- Regulation, Competition and Infrastructure
- Law and Public Management: Control of the Administration, Combating Corruption, and Management of the Judiciary.
AREA 01
Public Policies and Social Development
The first core area is characterized as a space for study and reflection on the processes of formulation, implementation, monitoring, and evaluation of public policies and social programs aimed at the economic and social development of the country. The courses offered will allow students to investigate, for example, institutional arrangements, mechanisms of social participation, and the main determinants of the implementation process of a given public policy and/or social program. The goal is to equip doctoral students with analytical tools that allow them to think about and implement new public policies and social programs in a more systematic and organized way, as well as to restructure existing policies and programs.

AREA 02
Contemporary Public Management and State Modernization
The subjects within this core program are embedded in the broader debate about the roles and challenges of the contemporary state. The recurring process of social, economic, and technological transformations in contemporary societies has imposed on public organizations the need to develop new strategies and management models to deal with the multiplicity of interests and actors. It is in this environment that the importance of knowledge about strategic governance models and successful transparency practices, both nationally and internationally, grows, and these will be extensively discussed in the subjects of this core program.

AREA 03
Entrepreneurship, Technology and Innovation in the Public Sector
This area of interest focuses on the integration of innovation, technology, and entrepreneurship within public management. It addresses the digital transformation of the public sector, encouraging the adoption of new tools and methods to improve governmental efficiency and transparency. The proposed curriculum aims to equip students with practical and theoretical skills to foster innovation and entrepreneurial thinking in public institutions, as well as to implement technological solutions that assist in governmental management and in the processes of implementation, monitoring, and evaluation of public policies. AREA 04
Regulation, Competition and Infrastructure
The subjects in this core program focus on the study of the Regulatory State. In this sense, the core program offers students the opportunity to understand, analyze, and improve the institutional framework of regulation currently in place in Brazil, as well as best practices observed around the world. One of the main objectives of these subjects is to examine the regulation of economic activities and public services, as well as to understand under what conditions the free market is able to encourage the best allocation of resources and under what conditions state intervention is necessary to regulate and stimulate competition.

AREA 05
Law and Public Management: Control of the Administration, Combating Corruption, and Management of the Judiciary.
This area of interest is dedicated to the integrated study of Law and Public Management, focusing on administrative control, strategies to combat corruption, and the efficiency of the Judiciary. The disciplines offer a comprehensive view of the intersection between management, public policies, and law, exploring topics ranging from the role of Courts of Auditors to efficient management practices in the judiciary and alternative methods of conflict resolution.
