We study the shared competencies (Article 23 of the 88 Federal Constitution) focusing on the federal impact on decision-making processes related to public policies, in the Legislative and Executive branches, which reflects the interaction between the Union and state and municipal governments. There are three lines of work: Environmental Policy and Legislation; Social Policies and Legislation; and Public Finances.
The Research Group was created in 2019 by Professor Suely Araújo, PhD, marking the launch of the "Book on Intramunicipal Decentralization in Brazil".
The Brazilian Federal Constitution, in its article 23, establishes common competencies for the three levels of the federation involving public policies in the areas of health, education, environment, housing, sanitation, and others, as well as the distribution of fiscal responsibilities that require federative articulation (articles 145 et seq.). From this perspective, the proposal is to revisit the federative issue, analyzing the decision-making, financial-budgetary, and execution processes of public policies within common competence.
We hold virtual meetings to design research, discuss the literature on Federalism, and guide students. We have participated in conferences and published articles on this subject.
