In the article, the professor seeks to analyze the capacity of the Federal Executive Branch to implement policies applied to a specific social group.
According to the professor, the research was motivated by the need to understand the challenges of public management in delivering projects on time and within budget. “The article investigates the capabilities of the Brazilian state to execute infrastructure policies based on a study of the public bureaucracy responsible for the sector. The data reveals that this bureaucracy exhibits high professionalization and technical qualification. However, these attributes are limited by low autonomy, intragovernmental cohesion, and poor interaction with actors in society,” explains the researcher.
