Supreme Audit Institutions. Evolution of external control of
Administration and public policies by the courts of accounts. Overview of the relationship between the courts of accounts and public administration. Functions, powers, responsibilities, jurisdiction, and procedures. Audits and evaluation of public policies. Monitoring of public finances. Combating corruption. Relationships with the Legislative Branch and with entities of direct and indirect administration, and with other control institutions. Complexities, criticisms, and perspectives on the relationship between the administration and the courts of accounts, and between these and public policies.
Course Objectives
To promote the expansion and verticalization of knowledge regarding the multiple dimensions of the relationship between administration and public policies with the Court of Accounts, the supreme auditing body, highlighting controversial, legal, and operational aspects, in order to improve and rationalize the understanding of its functions and its relevance in the organization and functioning of the Brazilian State, and its interactions with the other branches of government, with other institutions of constitutional stature, and with society.SUBJECT: Strategic Planning in the Public Sector

Course syllabus
This discipline focuses on the analysis and reflection on the processes that provide methodological support for establishing the best direction for organizations to follow. To achieve this goal, the following are addressed:
(i) the cyclical decision-making process that is based on the interpretation of a dynamic flow of information,
(ii) the determination of desired future states, iii) the choice of alternative strategies and the strategic use of information; and
(iv) the use of techniques aimed at diagnosing and monitoring scenarios.
Course Objectives
The purpose of this course is to develop professionals from diverse fields of knowledge, familiarizing them with the dynamics involved in business intelligence processes, prospecting and scenario analysis, reflection and identification of possible solutions, and risk analysis to support decision-making.
In this way, the discipline offers models and presents techniques that enable the practice of recognizing challenges and strengths in order to visualize solutions, as well as identifying and establishing paths for building planning focused on future visions, considering the monitoring of objectives to be achieved in the short, medium, and long term.
By the end of the course, students should be able to:
– To understand the dynamics and lead the planning process with a focus on scenario analysis and forecasting;
– To act in the management of organizational risks, identifying and addressing opportunities and threats in order to support the decision-making process at the strategic, tactical and operational levels.
– To develop strategies and monitor the overall plan, enabling the deployment of the strategy.
